ROYAL OAK — A new management company is grooming Royal Oak Golf Course for a Friday opening, weather permitting. Normandy Oaks Golf Course, the city’s other nine-hole facility, needs a couple more weeks to dry out, according to Joe Spatafore, the operations director for Royal Oak Golf Club LLC.
